"Failed to connect to server" error

I've registered and made a new character just fine, but then when I try to log onto that character I get a "Failed to connect" dialogue box even though it says "RMS Test Server (20)," which means the server should be up? ?_______? halpplox

u got to the right server, server is up. so there is only a connection problem.  try again or try at a later time?
