High rate, WoE, constant 50+ online, Warp NPCs

Does anyone know of an RO server that has the ip ranges for the Phillipines blocked? I heard of a Chinese server like that, but I can't read Chinese  

Anything above 1000 is fine.
Non balance-breaking donation servers would be a nice addition.

Almost forgot warp NPCs are a must. I hate walking for 2 hours to get from one place to another.

Anything above 1000 is fine. My only stick point is sync. I don't like 500/1500/4000 servers. it's retarded. They don't have to have perfect 1000/1000/1000 sync, but no more than 4x a difference between top and bottom.

Levels caps between 99 and 1000 are fine, provided the level cap is at least %5 of the rate(IE 99lvl 500rate)
I don't really care about customs, and PvP falls way behind WoE for me.

you won't find a server like that..

I dunno, the owner of my old server was seriously considering it, but he just decided to close the server instead.

Banning an ip range is actually quite simple. It doesn't work perfectly, but it should eliminate %98+
