Looking for a super high rate

I'm looking for super high rate.
Max lvls and rates doesn't matter.
Very customized.
The population doesn't matter as long as its a friendly community.
It must have alot of headgear quest.
Lots of custom pets too.

Some basic npcs and rooms will be a plus
job changer(with reborn), warper, stylist(with lots of hairstyles and custom colors), identifier, buffer, healer, Skill and stats Resetter, mvp arena, shopping mall etc

And some commands too like
@warp, @go, @storage, @gstorage, @ali or @alootid, etc

English or spanish servers work for me.

And thats it. I hope someone knows a server like this.

Hmmm... what is your idea of super customized? Normally, the more customized a server is, the lower the rates are, because you should be able to enjoy the customizations. Unless you mean servers that are modified in order to fit with all the huge amount of stat points and high damage numbers?

MouRO is far from super-high-rate (more like low-mid rates), but it mostly fits all your other requirements (except for headgear quests, those are simply available at the mall), which is why I felt the need to ask a bit more about your requirements.
