They used to be awful at pretty much everything until the average player count dropped to the 20s (from a high near 800 at WoE), and realized that maybe that wasn't such a good idea.
Also, could you tell me the population at peak hours, specially at WoE, seems like a good server to WoE and PvP.

How good does GM handle their Legits getting killed, if they do have legits?
The community gets into an uproar over the slightest perceived or real abuse due to the server's past, and I haven't seen any uproar lately.
How stable is the Economy, and by that, I mean that it stays the same after the GM put in or change some item utility?
A quick glance at the market tells me that prices haven't changed much since 2004, so I would say it's pretty stable.
How hard is to get up to the same level of the elite?
Most of the elite got there when 95-99 (non-transcended) was something like 1 billion experience (they
really didn't want to put transcended in). They have the iRO XP quests, so it's about as hard as it is on iRO.

How much Godly items are already at normal players hands, and MvP Cards?
Most MVP cards are sitting on long-banned accounts, and I don't think I've ever seen someone with one of the god items other than the sun god helm.
Is there anything on the server that make it less/more balanced than others? Anything like VIP that sells EDPs? Is there any custom modification with the WoE 2.0, like, is it fully working? What you mean by the community being Insular? Is the alliances in the WoE being like full of elitists? or is it more newbie friendly?
It's pretty much iRO with resets that cost 500k+. WoE on RF goes through a cycle of a big alliance forming to dominate, and another forming to take that alliance down. There's always an alliance of newer players coming to beat down the older players.
