By # of reviews?
By Rating?

Is there a formula?

If you mean the default listing:

total score from reviews made in the last 6 months.

(That should be the same as your displayed amount of review * your displayed average score).

If the total is the same, the server with more number of review will be ranked higher, if number of review is still the same it will be ranked in alpha order.
